Norris explains caucus decision

In explaining that a personal conflict prevented his attendance at Sunday’s Downers Grove Community Advocates caucus, village council candidate Jim Norris also expressed his concern that the group wouldn’t endorse him regardless of his performance. “I wanted to see if I was going to receive a fair and impartial determination on my qualifications,” he said.
