<p><a href="http://www.dgreport.com/wp-content/uploads/2009/11/HLV.jpg"><img class="alignright size-full wp-image-5156" title="HLV" src="http://www.dgreport.com/wp-content/uploads/2009/11/HLV.jpg" alt="HLV" width="280" height="198" /></a> Dover, a manufacturer of garbage trucks, oil drilling equipment and other products, was lured from its current location on Park Avenue in New York City by state tax credits worth $6.3 million over 10 years, according to a statement from the Illinois Department of Commerce and Economic Opportunity.<span id="more-5153"></span></p>
<p>Dover is expected to invest $18.5 million over the 15-year term of its lease. It will add 90 employees from outside Illinois to the dozen it currently has in the area.</p>
<p>The news follows <a href="http://www.dgreport.com/index.php/2009/03/12/the-devry-deal/">a March announcement by DeVry</a> that it would relocate its headquarters to Highland Landmark V by early 2010. That transaction, which was led by teams from Jones Lang LaSalle and CB Richard Ellis, was named Suburban Broker Transaction of the Year at the National Association of Industrial and Office Properties&#8217; annual Awards of Excellence event Nov. 9 in Chicago.</p>
<p>The  building is part of the Highland Landmark Office Complex at 31st Street and Highland Avenue, which was named the NAIOP Suburban Office Development of the Year.  Opus North Corp. is the developer.</p>
<p>&#8220;We couldn&#8217;t be happier to have the building go from empty to nearly completely full so quickly,&#8221; said Greg Bedalov, EDC president. &#8220;It really is a great indicdation of the hard work and commitment put forth by so many  people.&#8221;</p>
